Tourism in Indonesia experienced a decline during the COVID-19 pandemic. Based on an interview with the owner of PAL 16 Cikole Lembang, they were also affected by a decrease in visitors. Therefore, it is important to understand how PAL 16 Cikole Lembang determines the driving factors in creating tourist loyalty. So this study aims to identify factors that influence tourist loyalty to visit PAL 16 Cikole Lembang. The data used as many as 356 respondents who had visited PAL 16 Cikole Lembang during the pandemic were obtained from an independent questionnaire. The method used to analyze the data is Structural Equation Model (SEM). The results showed that trust and satisfaction have an important role in mediating motivation to create tourist loyalty. In addition, satisfaction has an important role in mediating health risks in creating tourist loyalty Keywords: Motivation, health risk, trust, satisfaction and loyalty.
