In line with the concept of decentralization, the urgency for mastering science and technology in small and medium business is national issue that transcend to local level in order to accelerate small business improvement. Low conscience about the role of science and technology has been capitalized with the fact the application - side of science and technology - is out of contact. Several effort to push the utilization of science and technology towards small business have been made by concerned parties, one of them is carried out by the government through the decree of Internal Affair Minister. The decree is mainly concern with the socialization and utilization of technology in rural area, namely proper technology (Teknologi Tepat Guna).
